Department Overview As a security first organization, Technology Delivery Services (TDS) is part of the Information Technology (IT) Department. The TDS teams include Information Security, Planning (architecture and PMO), Application Development, HR & Payroll Development, Infrastructure, and Client Services teams. Position Summary Applies advanced IT professional concepts and campus / medical center / OP objectives to resolve highly complex issues in one or more IT areas of specialization where analysis of situations or data requires an in-depth evaluation of variable factors. Recommends and may select methods, techniques and evaluation criteria to obtain results. UCPath is the University of California's priority program to implement a single payroll, benefits, human resources and academic personnel solution for all UC employees. The ITS UCPath Systems Group provides research, design, development, and support services for the production UCPath environments for infrastructure and applications. This position is in the UC PATH Systems Group within the Information Technology Services (ITS) department. The incumbent will work closely with business partners, UC Path Center, Project Team and others and collaborates with a team of technology professionals who deliver service and support to a system-wide audience. Uses advanced applications programming concepts and organization objectives to resolve highly complex issues. Regularly works on highly complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results.
Key Responsibilities
40% Participate in development activities for UCPath, the PeopleSoft HCM ERP system, including, but not limited to, the areas of HR, Payroll, General Ledger, Commitment Accounting, Absence Management, partnering with other parties, including vendor consultants to incorporate industry best practices and development of defect-free enhancements for the system. Collaborate with core development team members, subject matter experts, and campus project teams as necessary. Work closely with University business and/or technical counterparts to deliver enhancements that are compliant with industry and application best practices. Prepares and approves or obtains approval for system and programming documentation. Initiates and oversees changes in development, maintenance and system standards. Sets the technical requirements for complex software specifications. Applies advanced software concepts to plan, design, develop, modify, debug, deploy and evaluate highly complex software for functional areas. Analyzes existing highly complex software or works to formulate logic and devises algorithms for new highly complex software systems. Performs highly complex data analysis and tests/debugs highly complex software, working directly with management. Initiates, analyzes, designs and applies highly complex data sources. Applies and enforces complex programming security practices.
40% Provide advanced production support services as required. Participate in support rotations, and provide on-call support services as needed. Tasks include, but are not limited to, reviewing processes, analyzing and fixing system data, working with customers directly to resolve issues, and designing new solutions to resolve system defects. Perform analysis to identify and resolve recurring issues. Problem solving; tackle challenging issues/bugs. Assess and triage issues. Escalate issues to management as appropriate.
15% Mentoring or overseeing technical work deliverables of other team members. Participate in and provide subject matter expertise to other areas as needed. Understands and applies industry practices, community standards and department policies and procedures in depth. May serve as technical lead for multiple software development projects of moderate to broad scope.
5% May travel to other UC locations for meetings and collaboration with other UC resources.
Experience Required Qualifications
Min 8 years of relevant work experience
Skills and Abilities Required Qualifications
At least of 7 years of experience in PeopleSoft HCM 9.x including extensive work experience on at least 2 large-scale system implementation project involving large numbers of users and multiple locations.
Demonstrated ability to understand functional needs and how systems can support those needs.
Demonstrated ability to develop conversion and system implementation plans.
Proven Experience authoring technical design specifications and test plans.
Experience with configuration strategy preparation, object migration with PHIRE, procedures & practices, determining automated and manual methods etc.
PeopleSoft development tools, languages, Performance tuning, integration technologies, BI Publisher Oracle databases, SQL, and PL/SQL.
Knowledge of HR and Payroll policies, procedures, and systems (i.e., Federal/State Law, FLSA, W-2, etc.) as well as hands on configuration experience with relevant PeopleSoft modules.
Experience designing and developing solutions for PeopleSoft HCM applications: HR, Payroll, General Ledger, Commitment Accounting, Absence Management and associated self-service applications, including deep experience, and understanding of the PeopleSoft HCM data model.
Preferred Qualifications
Experience in Government and/or higher education.
Ability to write technical documentation in a clear and concise manner.
Demonstrated comprehensive understanding of how system management actions affect other systems, system users and dependent / related functions. Experience in data integration and the specification of data services.
Familiarity with data quality and governance issues and requirements.
Technical skill to develop, implement and test disaster recovery functions using backup technologies.
Demonstrated project management skills.
Demonstrated project leadership and software management skills.
Experience with PeopleSoft Fluid Development Technology.
Demonstrated effective communication and interpersonal skills.
Ability to communicate effectively with both technical and non-technical personnel at various levels in the organization.
Experience of PeopleSoft Payroll for North America functionality, processing and table structure.
Education Required Qualifications
Bachelor's degree in related area and / or equivalent experience / training.

The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
