Reporting to the Sr. Director, PeopleSoft & EDM Applications; the Director, PeopleSoft HR Application Development will provide direction specific to the People at Columbia (PAC) PeopleSoft HCM application at Columbia University. Incumbent must be knowledgeable with all University, operational processes, project methodologies and technology-related aspects of the department. The Director, PeopleSoft HR Application Development will provide application management support for all development, functional and infrastructure related projects and activities for the PeopleSoft HCM application at Columbia University. This is a highly visible role within CUIT and the University.
Acts as IT application owner/custodian for the PeopleSoft HCM application (PAC).
Responsible for all technology related aspects of the application maintenance and development functions necessary to maintain Columbia University???s HR system.
Leads and directs PeopleSoft HCM application development resources whose responsibilities include technical development and maintenance of Human Resources, TLAM (Time & Labor and Absence Management) Payroll, Labor Accounting and Benefits modules custom development components, including interfaces, reports, on-line customizations, and batch job customizations.
Responsible for managing application development support for Integration with other ERP systems such as ARC and FDS
Works closely with the Columbia University HRIS team to plan, prioritize and implement system fixes, enhancements and TLAM Rollouts
Prioritizes and assigns enhancements and maintenance work within the development team, including estimates for resource requirements for development tasks. Monitors progress on tasks.
Develops quality standards and conducts quality reviews of development deliverables for accuracy and completeness.
Coordinates all internal and external technical audit related responses (yearly or one off).
Partners with CUIT Security team to ensure the technical security of the application and provides necessary feedback for Risk Assessment initiatives.
Collaborates with the Technology Infrastructure team to analyze and schedule system development, testing, and deployment of system patches/fixes and system enhancements.
Collaborates with functional owners to ensure that their expectations are appropriately managed and met.
Collaborates with the Technical and Functional teams to improve the system performance.
Manages major technical commitments and resources to ensure all work is coordinated and completed for delivery to the customer.
Responsible for the assessor role in the newly defined CUIT wide Change Management process.
Assesses technical staff???s skill sets and determines training requirements needs for staff as appropriate.
Coaches and develops development team members.
Evaluates staff and delivers performance appraisals.
Reviews technical development team deliverables for accuracy and completeness.
Develops policies and procedures for long range planning of PeopleSoft HCM application development strategies, platforms, tools and standards.
Weekend and off-hour work may be necessary on occasion.

Bachelor's degree and/or its equivalent required. Advanced degree desirable.
Minimum 7-9 years??? related experience.
Minimum of 7+ years of technical development management/team lead experience including large, complex organizations required.
Minimum of 7+ years of hands on application development experience with PeopleSoft HCM application required.
5+ years of experience supporting PeopleSoft Systems on LINUX platforms, systems and technologies is required. Project and operations support experience required.
Knowledge of PeopleSoft Human Resources, TLAM, Payroll, Commitment Control (Labor Accounting) and Benefits Modules needed.
Strong understanding of integration with other Enterprise Systems Applications such as Financials and Data Warehouse solutions required.
Strong understanding of PeopleSoft technical tools required, including PeopleTools, PeopleCode, SQR, SQL, Application Engine, COBOL, Application Packages, and Integration Tools etc.
Experience with supporting PeopleSoft implementations, upgrades and installations.
Good understanding of PeopleSoft Web Server, App Server and Databases interactivities.
Good understanding of PeopleSoft infrastructure and architecture.
Excellent interpersonal skills needed to work with multiple groups.
Strong communication skill needed in order to provide regular and ad-hoc status reports for management.
Excellent written and verbal communication skills.
Demonstrated ability to work in a fast-paced, deadline driven environment.
Demonstrated excellence in a variety of competencies including teamwork/collaboration, analytical thinking, communication and influencing skills, and technical expertise.
Ability to work with changing priorities and with multiple projects.
Ability to be precise and attentive to detail is essential.
Ability to work with minimal supervision.
Ability to work weekends and off-hour work on occasion.
Knowledge and Experience with PeopleSoft development lifecycle.
UC4 for PeopleSoft job scheduling a strong plus.
Experience in migrating large enterprise applications to the cloud (AWS or AZURE) is strongly preferred
Experience using PHIRE (Peoplesoft Change Management Tool) is a strong plus.
24x7 on-call operations support experience.
